State & Regulatory Advocacy

The California Manufacturers & Technology Association (CMTA) represents the unified voice of 45,000 California manufacturers before the Legislature, the Governor's Office, and regulatory agencies. From shaping legislation and budget priorities in the Capitol to influencing complex rulemakings, CMTA works daily to ensure California's policy decisions strengthen, rather than hinder, manufacturing, innovation, and job creation.

State Advocacy

CMTA is the leading advocate for California manufacturers at the State Capitol. Each legislative session, thousands of bills are introduced, many with the potential to impact jobs, costs, and competitiveness.

Our Government Relations team tracks, analyzes, and engages on hundreds of bills per year, ensuring the manufacturing voice is heard by lawmakers and the Administration. Through direct advocacy, coalition-building, and testimony before key committees, CMTA advances policies that support investment, innovation, and workforce growth while opposing costly or impractical mandates.

CMTA’s legislative advocacy is grounded in collaboration, working closely with business coalitions, local manufacturers, and industry partners to advance pro-growth, pro-jobs policies that benefit all Californians.

Regulatory Advocacy

Beyond legislation, CMTA is deeply engaged in California’s regulatory landscape. Manufacturing is among the most heavily regulated industries in the state, and regulatory actions often carry the same impact as new laws.

CMTA participates in agency workshops, testifies before boards, and submits formal comments to ensure new rules are achievable, science-based, and economically sound.

In the past year, CMTA has engaged in more than two dozen rulemakings across agencies, including:

Through this work, CMTA helps shape a regulatory environment that protects California's environment and workforce while allowing manufacturers to innovate and invest in the future.
