CMTA Supports Quarry Innovation Center

CMTA Supports Quarry Innovation Center

Sacramento, Calif.The California Manufacturers & Technology Association(CMTA) today announced its support for the Quarry Innovation Center, an advanced manufacturing development proposed near Brisbane, CA, on the San Francisco Peninsula. The project is estimated to support more than 1,400 permanent, high-quality jobs when fully leased.

Informed by extensive community feedback, the project from developer Orchard Partners, LLC, proposes to close the Guadalupe Quarry and construct an 892,000 sq. ft., two-level building for advanced manufacturing on approximately 61 acres of the quarry property. Committed to balancing economic benefits with protection of San Bruno Mountain, the remaining 82 acres (about 57%) of the quarry property will be permanently set aside for conservation and open space.

“Orchard Partners’ Quarry Innovation Center represents a significant investment in the infrastructure California manufacturers need to grow,” said Lance Hastings, President & CEO of CMTA. “The project will create strong jobs and has been thoughtfully planned to contribute to both economic growth and environmental stewardship. CMTA is proud to support the Quarry Innovation Center and the opportunity it represents for the Bay Area and California.”

“Our vision with this project has been to provide a platform for creating quality jobs while also supporting environmental conservation and investing in the prosperity of Brisbane,” said Tyler Higgins, Managing Partner at Orchard Partners. “Accelerating advanced manufacturing is essential to growth across many of California’s strategic sectors: from high-tech to life sciences to aerospace and defense. We’re thrilled to have the support of CMTA and their recognition of the opportunity the Quarry Innovation Center represents to grow California manufacturers and create good jobs.”

In addition to land conservation, the project will make a one-time contribution of $1.8 million to fund active implementation of the San Bruno Mountain Habitat Conservation Plan and a one-time payment of more than $15 million to the City of Brisbane. The project is expected to generate approximately $1.5 million in annual revenue for the City of Brisbane. Orchard Partners will not pursue a CEQA Exemption under SB 131 and will complete a full Environmental Impact Report (EIR) for the project.

CMTA Announces 100% Success Against Breaker Bills in 2025 Legislative Session

Sacramento, Calif. (September 16, 2025) – Today, the California Manufacturers & Technology Association(CMTA) announced that it secured a 100% success rate on stopping all priority “Breaker” bills during the 2025 legislative session. CMTA also successfully advanced one critical “Maker” bill.

Breaker” bills are proposals that threaten California’s manufacturing competitiveness by adding new costs, restrictions, or litigation threats that negatively impact the industry and the Californians it employs.

Breaker Bills: Defeated Threats to California Manufacturers

AB 914 (Garcia): Added new fees and regulations, increasing costs for manufacturers.
Would have authorized California Air Resources Board (CARB) to impose new fees and rules on facilities and vehicles, increasing costs across the supply chain.

AB 1018 (Bauer-Kahan): Mandated costly new audits and liability risks.
Would have required costly audits, disclosures, and oversight on automated systems, creating compliance risks for manufacturers using or developing new technologies.

AB 1331 (Elhawary): Limited workplace safety and compliance monitoring.
Would have prohibited employers from using surveillance tools in off-duty areas, complicating compliance and safety efforts.

SB 45 (Padilla): Increased packaging compliance costs.
Would have required tethered caps on beverage containers by 2027 and removed curbside recycling incentives.

SB 222 (Wiener): Drove up energy costs.
Would have allowed new lawsuits against energy companies, leading to gas price hikes of 63% and electricity increases of 55%, costing families $6,200 more annually.

SB 318 (Becker): Expanded costly air district requirements.
Would have broadened permitting obligations for facilities, slowing innovation and raising compliance costs.

SB 684 (Menjivar) & AB 1243 (Addis): Retroactive energy taxes.
Would have required energy producers to pay retroactive fees for decades of emissions, raising costs across California’s economy.

“This year, manufacturers proved once again that when we speak with a united voice, we can both grow opportunities and stop harmful policies that drive jobs and businesses out of California,” said Lance Hastings, President & CEO of CMTA.

CMTA also announced the successful passage of one “Maker” bill. “Maker” bills are legislative proposals that strengthen California’s ability to manufacture goods, expanding opportunities for innovation, investment, and good-paying jobs.

Maker Bills: Building California’s Manufacturing Future

SB 86 (McNerney): Sales and Use Tax Exclusion – Lowers upfront costs for manufacturers.
Extends the California Alternative Energy and Advanced Transportation Financing Authority sales and use tax exclusion program through 2028 and expands eligibility to include fusion energy projects. This keeps California competitive for advanced manufacturing investment and ensures communities and workers benefit.
Status: Passed, headed to the Governor’s desk.

SB 587 (Grayson): Manufacturing Tax Credit – Supports growth and expansion.
Provides a new personal income tax credit for manufacturers starting in 2026, offsetting costs and incentivizing expansion in California.
Status: On hold until next year.

“By securing an important Maker bill and defeating every Breaker bill, CMTA protected California’s competitiveness and ensured manufacturers can continue to grow and thrive in our state,” continued Hastings.

Jet Component Manufacturer Bombardier Opens New Moorpark Facility

 

Bombardier, a Canada-based company, announced the opening of a new 46,000-square-foot facility in Moorpark, CA. The site, which now employs 30 people, will manufacturer components for the company’s Global 7500 and Global 8000 business jets, the latter of which is still in development. It replaces a smaller facility in Los Angeles as the company has grown.

Rocket Lab Completes Acquisition of Geost

 

Rocket Lab Corporation—a CMTA member and part of CMTA’s ADAC group—announced its completion of the acquisition of Geost, a leading developer of electro-optical and infrared sensor systems for national security space missions. As part of the deal, the company will gain Geost’s manufacturing facilities, laboratories, intellectual property, and product inventory. Rocket Lab is based in Long Beach, CA.

Apple Commits $100 Billion to U.S. Manufacturing

 

Tech giant Apple pledged $100 billion toward domestic manufacturing. The company aims to bring more of its supply chain to the U.S. as part of a new manufacturing program. This investment includes expansion plans in California, among many other states. The Cupertino-based company designs its products in California, but currently relies on a global supply chain.

Joby Aviation Partners to Develop Military Aircraft

 

Santa Cruz-based company Joby Aviation has partnered with defense firm L3Harris Technologies to develop a vertical take-off and landing aircraft for defense applications. The new military-grade version of Joby’s VTOL aircraft will be tested in fall 2025. Operational demonstrations are expected to begin in 2026. Joby Aviation is headquartered in Santa Cruz with its main manufacturing site in Marina.

U.S. Takes 10% Stake in Chipmaker Intel

 

The U.S. government made an $8.9 billion investment in Intel common stock, about a 10% stake in the company. This deal gives the U.S. government a “passive ownership” in the Santa Clara-based company, according to Intel’s press release. The agreement comes as part of an effort to boost semiconductor manufacturing in the U.S. and cement the nation as a leader in the global chipmaking industry.

Anheuser-Busch Tops U.S. Craft Beer Market

 

CMTA board member company Anheuser-Busch became the #1 market share gainer among the top five U.S. craft beer manufacturers. According to a release from the company, the growth is driven by their focus and prioritization of key craft styles, IPA and Wheat, which meet consumer preferences. IPAs are now the leading style in craft beer, making up 5% of total U.S. beer sales.

Negotiations to extend California’s Cap-and-Trade program through 2045 are ongoing. With the legislative session ending on September 12, lawmakers have less than two weeks to reach a deal. California Forever Proposes Largest Advanced Manufacturing Park in the U.S.

 

California Forever, a development group backed by Silicon Valley investors, announced plans to build the Solano Foundry, a project they say will be the largest advanced manufacturing park in the country. The foundry would be part of the group’s proposed new city in rural Solano County. California Forever currently owns more than 100 square miles of land in the area.

Marathon Petroleum Honored for Sustainability Efforts

Marathon Petroleum has received the 2024 Port of Long Beach Green Flag Award for its continued participation in the port’s voluntary vessel speed reduction program. The initiative encourages ships to travel at 12 knots within 40 nautical miles of the port to significantly reduce smog-forming emissions and diesel particulates. Marathon Petroleum has been a long-standing partner in this effort, helping prevent more than 1,000 tons of air pollution annually.

“Earning the Port of Long Beach Green Flag Award year after year is part of our unwavering commitment to the environment and to the communities where we operate,” said Ashlee Gattuso, Commercial Marine Operations Manager at Marathon Petroleum.

 

California Forever Proposes High-Tech Manufacturing Hub

Meanwhile, the team behind California Forever has revealed plans for Solano Foundry, a 2,100-acre manufacturing park that could become the largest advanced manufacturing site in the U.S.

CEO Jan Sramek revealed the project at the Reindustrialize Summit in Detroit in July 2025, describing it as a 40 million-square-foot hub for industries such as robotics, advanced transportation, energy, and defense. The project is expected to create 40,000 jobs, and the site would be located just seven miles from the proposed deep-water shipyard. These plans mark the third major concept introduced as part of California Forever’s broader vision for a master-planned city in southeast Solano County, aimed at transforming the region into a national leader by uniting research, development, and production within a single, innovation-focused ecosystem.

CMTA’s Coolest Thing Made in California Contest 

 

Finally, the California Manufacturers & Technology Association has officially opened nominations for the third annual Coolest Thing Made in California contest. This public, bracket-style competition showcases the innovation and creativity of the state’s manufacturers, an industry that supports 1.3 million jobs and contributes $310 billion to the state’s GDP. From July 21 to August 29, the public can submit a nomination for a product made in California.

Voting begins in September with four rounds: 

September 8–11 (Popular Round) 

September 15–18 (Top 16) 

September 22–25 (Top 8) 

September 29–October 3 (Top 4)

Major CEQA Reform Included in State Budget

General Motors Doubles Down on U.S. Manufacturing

First, General Motors has announced plans to invest $4 billion over the next two years in three manufacturing plants—including Orion Assembly in Michigan, Fairfax Assembly in Kansas, and Spring Hill Manufacturing in Tennessee—to boost U.S. production of both gas and electric vehicles. This expansion will allow GM to assemble more than two million vehicles per year in the U.S. and follows a separate $888 million investment in its Tonawanda Propulsion plant in New York. The Orion plant, originally being retooled for electric pickups, will now also produce gas-powered SUVs and light-duty trucks starting in 2027. Meanwhile, Factory ZERO will focus solely on electric models, such as the Chevrolet Silverado EV and GMC Sierra EV, while Fairfax and Spring Hill will handle models including the Chevrolet Equinox, Blazer, and Bolt EV. GM currently employs nearly one million people across 50 plants in 19 states.

Amazon is moving full speed ahead in autonomous vehicle production with the opening of a 220,000-square-foot robotaxi factory in Hayward, CA. The facility, operated by Zoox—Amazon’s self-driving startup acquired in 2020—marks the first purpose-built robotaxi production site in the U.S. Once fully operational, it will have the capacity to produce more than 10,000 robotaxis annually. The Zoox brand plans to begin transporting customers in Las Vegas later this year, with plans to expand into San Francisco in 2026. Local leaders have praised the project for bringing high-paying, high-skilled jobs and creating educational and economic opportunities for the region. Quantum Systems Brand New Facility in Southern California

Finally, Quantum Systems has officially opened its new 135,000-square-foot U.S. production and integration facility in Moorpark, CA, signaling a major expansion of its electric vertical take-off and landing (eVTOL) aerial intelligence capabilities. The facility will support Quantum Systems’ growing operations in North and Latin America, with plans to employ over 100 professionals in the region by the end of 2025. Outfitted with secure manufacturing lines, R&D labs, flight operations, and administrative offices, the site will streamline development and production of the company’s Family of Systems—Vector AI, Twister, and Reliant. The new location consolidates all U.S. operations under one roof and replaces Quantum Systems’ previous sites in Moorpark. With a global presence in countries such as Germany, Ukraine, and Australia, this move enhances the company’s ability to quickly respond to evolving mission requirements for its defense and security partners.

Marine Group Boat Works Launches First Electric Yard Tug

First, Marine Group Boat Works (MGBW), a family-owned shipbuilder based in Chula Vista, California, has completed San Diego’s first conversion of a diesel yard tugboat to fully electric propulsion. The tug, MARCO V, was retrofitted with a state-of-the-art electric operating system, offering comparable performance to diesel engines while producing zero emissions. This initiative demonstrates MGBW’s commitment to sustainability, complementing its already electric-heavy fleet and upcoming 750kW solar installation—set to make it the only solar-powered boatbuilder in California. With over 2,000 labor hours invested in the project, MARCO V now serves as a working model for scalable, cost-effective electric tug repowers, advancing California’s goal for zero-emission propulsion systems by 2035.

 

Stratolaunch Reaches Hypersonic Milestone

Stratolaunch, an aerospace company headquartered in California, has successfully completed its second hypersonic test flight and recovery with the Talon-A2 (TA-2) vehicle, confirming its reusability and performance at speeds exceeding Mach 5. The March 2025 mission builds on the success of a similar flight and recovery in December 2024, further advancing the U.S.’s capacity for reusable hypersonic systems since the end of the X-15 program in 1968. Conducted in partnership with the U.S. Department of Defense’s MACH-TB program and Leidos, these test flights are designed to accelerate hypersonic development timelines. CEO Dr. Zachary Krevor praised the team’s achievements, which included executing multiple Roc and Talon-A test flights within a single year. 

 

Siemens Healthineers Invest $150M in US Manufacturing

Finally, Siemens Healthineers announced a $150 million investment to expand its U.S. operations, including relocating manufacturing for its radiation oncology unit, Varian, from Mexico to Palo Alto, California. The move is expected to create 50 new jobs and simplify the company’s supply chain, especially as it faces tariff pressures from both European and Mexican imports. In addition to this relocation, Siemens is investing $141 million in a new Experience Center in North Carolina to strengthen research and innovation efforts in the U.S. These investments are part of the company’s strategy to mitigate international trade impacts and respond more efficiently to demand for its advanced radiotherapy solutions.
