Introducing the ‘Making California' Agenda

CMTA is working with policymakers that understand the importance of the manufacturing industry’s priorities of workforce development and a competitive environment for economic development.  California manufacturing growth will lead to a strong economy that can promise a pathway to the middle class for many working families.

California Council on Manufacturing: Senator Richard Roth (D-Riverside) has introduced a measure that would create a commission that addresses the unique hurdles facing California’s manufacturing industry and advise the Legislature and Governor on policies that increase our global competitiveness. 

Upskilling’ Tax Credit:  Assemblymember Blanca Rubio (D-Baldwin Park) has introduced legislation that would incentivize California’s employers to invest in their workforce by providing a tax credit for 50% of the costs of training programs they use to upgrade the technical skills of their middle-class workers.

Targeted Revitalization Incentive Program: Assemblymember Eduardo Garcia (D-Coachella) has partnered with CMTA to develop an economic development incentive program for small to mid-size manufacturers, modeled on the Capital Incentive Investment Program. This bill would provide a tool for local governments to draw manufacturers to their communities to reinvigorate and rehabilitate unused and underused facilities, serving as an anchor for further redevelopment.

Industrial CTE Equipment and Materials Incentive Grant Program: CMTA is also pursuing legislation that would provide a one-time $15M grant to our K-12 CTE programs that teach children vital machining, manufacturing, or construction trade skills through “hands on” coursework. The grant would fund the raw materials that teachers need to successfully prepare these students for the future needs of California’s manufacturing and building industry.
