Request for title & summary filed for health care financing

On December 24th, in an interesting turn of events, Governor Schwarzenegger and Assembly Speaker Fabian Nunez filed a request with the State's Attorney General for title and summary of their initiative to finance their Health Care Reform (HCR) proposal.  Since time is running out for initiatives to quality for the November 2008 ballot, they decided to file even without the Senate's approval of ABx1 1 (Nunez).  A few long-awaited details on implementation and financing of the proposal are revealed within this 41 page document (see link below).

A meticulous process must be followed to get this measure qualified for the ballot.  The Attorney General now decides whether the initiative must be analyzed within 25 days by the Department of Finance and the Joint Legislative Budget Committee.  Once the title and summary is complete, an official summary date is set which then determines the calendar of deadlines.

At this juncture, signatures are gathered and submitted to the Secretary of State for approval and certification.  

As the Governor and the Assembly Speaker move forward with the initiative, the Senate Health Care committee is scheduled to hear the legislative proposal, ABx1 1, on Wednesday Jan. 16th.
